your description in general sounds reasonable, though not all details are clear to me. E.g. does (3) mean that you have every kind of fx group permanently running for every speaker ? (which could be the source of the overload)

You could have a look at PbindFx from miSCellaneous_lib quark, fx synths only exist for events (resp. a bit longer than the expected end of the fx sound), fx bus routing is done automatically. You can also route events with fxs to defined outs. A setup with PbindFx might or might not be cheaper in terms of CPU than routing to continously running fxs, it depends on your use case. Flexibiity though is greater, you can define the fx chain and fx parameters per event and/or combine with continously modulated fx parameters.
