You can think in terms of https://en.wikipedia.org/wiki/Pythagorean_tuning .

e.g. Major 2nd down = rate * 8/9
Perfect fifth up: rate * 3/2
Two Major 2nds up =  rate * 8/9 * 8/9 (which is equal to rate * 64/81 for major third)
