I don't think it's a good idea to do "apt get upgrade". This is probably why you get package issues.

Hi! I posted this question on Reddit[1]. tl;dr: a fresh Ubuntu 18.04 docker image, after running nothing but apt-update and apt-upgrade, reports "you have held broken packages" when asked about installing either jackd1 or jackd2.
