Exact cutting can be done with PV_Brickwall. If you have an exact frequency in mind you'd have to take an appropriate window size, which might force you to get a bad time resolution.
With PV_Brickwall you must calculate the correct wipe parameter, you can alternatively take PV_BinRange from miSCellaneous quark for that, it's a PV_Brickwall wrapper that takes loBin and hiBin args.

You can also check the BandSplitter quark for a filter solution.

But another thought: as you speak about unheard frequencies, could it be that you want to remove DC offset ?
Then check LeakDC.
