Main lib's PdurStutter might be a good starting point for experimenting.
You can also try DX ugens from miSCellaneous quark (v0.19). Beat slicing is not its main goal, but crossfading PlayBufs and thus slicing is one possible application, e.g. DXEnvFan help, Ex.5 or DXMix, Ex.4. Analysis and onset detection are not incluided. You'd have to define rhythmic procedures yourself, PSPdiv, a multi-layer pulse divider pattern, might be taken for this (Ex. 5 of its help file plays with different beat divisions).
