you should have directory in your home called share with a subdirectory 
SuperCollider and in there a subdirectory called Extensions.

if these don't exist, you can do (from a terminal):

mkdir ~/share
mkdir ~/share/SuperCollider
mkdir ~/share/SuperCollider/Extensions

You can put your own classes in the Extensions folder, and they will be found 
by SC upon compiling the library.

For Quarks you need to install subversion
apt-get install subversion

You can then (in SC) use:
Quarks.gui
or follow the Quarks helpfile on installing Quarks.
