    Try adding these lines to your .emacs file (took them from the puredyne settings which already behaves like you want.

'(w3m-pop-up-frames t)
'(w3m-pop-up-windows nil)

c-x 5 2 (open new frame)
c-h WhateverClass (in the new frame in sclang mode)

from now on help should appear in the 2nd window
regardless of the window you're in when asking for it
