cheers for the tip. The man file pointed me to a udev.conf file. I added the Kernel device group settings there and that takes care of the rules file permissions. (I Think :))
Anyway its working for me at the minute.

Try looking for the location you might find the udev settings with
man udev
And look in the locations mentioned there for the rules files.

Right now I have mine (on Debian) for this thing configured in
/etc/udev/rules.d/91-permission-rules
