With PC you mean: a computer running Windows, I presume?

SC's internal interaction between the server and language is based on OSC, so 
OSC is fully supported.

I don't know about Rewire, or VST plugins...

There is a build available for Windows; there should be a new, up-to-date one 
in the near future.
