[sc-dev] Quarks install should make help tree rebuild?

Hi all,

I've never quite understood the details of when and how the help tree  
is rebuilt, but it seems to me that on installing or uninstalling any  
new quarks it should definitely happen automatically, or at least for  
the quarks node. A flag could be put in Archive telling the tree to  
rebuild on a recompile.

Or, more simply, the extension directories could be rebuilt every  
time. This would be pretty reliable (users shouldn't mess with their  
distro unless they know what they're doing) and probably wouldn't be  
too onerous time-wise.
