I think the reason for the difference in the UGen is for signal processing reasons, where negative values should be retained for signals less then 0. There are a few other instances of this I think (though I can't remember them off the top of my head). I am pretty sure this is what James McCartney was referring to a ways back when he said the implementations in scsynth and in sclang SHOULD be different.
