Yes, this is true. But this is precisely what I think is so impressive about the Cocoa html writer. It does a good job of converting rich text to something that looks pretty consistent. I'm not aware of anything that does a better job.

w3m is the real problem here, as it is a plain text browser. Its interpretation of the generated html is not wrong (i.e. extra line feeds after paragraphs) since it's free to ignore the css. It is unfortunate though as there doesn't seem to be another viable alternative within emacs.
